Mayor
Dr. Joseph F. Racite

Dr. Racite currently chairs the Personnel/Administrative, Finance and Public Works Committees. He presently serves on the Sewerage Authority and was the Chairman in 2012 & 2013. He has also served on the Planning Board. Joe previously served on the Township committee from 2009-2012 and was the Deputy Mayor in 2011. Joe retired as the Deputy Chief of Police of the Carneys Point Township Police Department after serving the community for 27 years. Joe also serves as the Vice President of the FOP Retired Police Offices Association, the Secretary of the New Jersey Fire Equipment Distributers, the Vice Chairman of the Salem County Pollution Control Authority and is a member of the New Jersey Critical Incident Stress Management Team. He serves on the Executive Committee of the Fellowship of Fundamental Bible Churches and is the song leader and treasurer of Bethel Bible Baptist Church in Carneys Point. Joe was the administrator of Tri-State Bible Camp from 2000-2007 and is still the treasurer for the Camp. Joe is a graduate of Penns Grove High School and holds an AAS Degree in Police Technology, a BS in Criminal Justice, a Masters in Administration and a Doctorate of Ministry with a concentration in Conflicts and Ethics. Joe presently owns and operates Racite Fire Extinguishers and Equipment and Stajo Farms both located in Carneys Point.

Joe and his wife Ardith have been married for 39 years and have 3 children and 8 grandchildren.

Deputy Mayor
Wayne Pelura

Mr. Pelura previous served as Mayor of Carneys Point Township in 2008, 2010, 2011 & 2012. He currently chairs Police, Recreation and Finance Committees. Wayne also served on the Planning Board. He has also served as a volunteer member of the Carneys Point Industrial Commission for 2 years, and as Chairman of the Recreation Commission from 1997 until he was elected to the Township Committee in 2008. Born and raised in Carneys Point, Wayne is married to Trisha and has 4 Children and 1 grandchild.

Kenneth R. Dennis

Ken previously served as Township Committeeman from 2008-2013. He currently chairs the Code Enforcement, Emergency Management and the Fire/Rescue Committees. He also serves on the Planning Board. Born and raised in Carneys Point, he graduated from Penns Grove High School in 1965. Ken has served in many areas of public service including the PG-CP Board of Education, Little League Coach, PTA, PGHS Band Instructor, Derby Day Committee, St. James Junior Grapplers and the Carneys Point Industrial Commission. Presently he is a volunteer driver for Meals On Wheels and is a member of the Salem American Legion Band and Hardingville Bible Church. Ken is an Army Veteran, serving in Vietnam with the 25th Infantry Division and received the Army Commendation Medal with V Device for Heroism during the Tet Offensive in 1968. Ken worked at the Penns Grove Post Office for 36 years, retiring in 2002 as Supervisor. He is married to Alice and has 5 children, 7 grandchildren and 3 great-grandchildren.

Ken Brown

Mr. Brown currently serves as Chairman of Health & Safety and the JIF Joint Insurance Fund. Ken is retired from Allied Barton Security Services, and a Retired Master Sergeant of the US Air Force/National Guard with 20 years service. Mr. Brown is a member of St. Gabriel the Archangel Pastorial Council, as well as a volunteer at the Ronald McDonald House in Delaware. Ken has been married to Andrea for 42 years and has 2 children and 3 grandchildren.

Marcus E. Dowe

Mr. Dowe currently serves as Chairman of Court, Industrial Commission and Animal Control. Marcus Edward Dowe Jr., is the son of Marcus and Denise Dowe, Brother of LaTika Dowe, Husband of Kateri Ramsingh Dowe, and Father of Arianna and Ava Dowe. Marcus was born and raised in Penns Grove New Jersey. During his time in Penns Grove, he attended Penns Grove High School, and became a graduate of the class of 1998. After graduating, he attended the University of Maryland Eastern Shore where Physical Education and health became his major. During his time at UMES he became a loyal brother of Kappa Alpha Psi Fraternity Inc. In the fall of 2004 he began his first teaching position in Camden NJ, where he taught P.E./ Health to grades Pre K – 5. Marcus later pursued a Master of Education in Educational Leadership, graduating in 2006 with goals of becoming an Athletic Director one day. Marcus continued to teach in Camden for 2 years before returning home to becoming employed in the Penns Grove-Carneys Point Regional School District. After being hired in Penns Grove, he has earned the position of Head Coach for Girls Spring Track and Field and assistant coach for Indoor Track and Field. This past Spring he became the first girls coach along with the first girls team to win a South Jersey Group title in School History! Marcus has assisted with incorporating a young men’s mentoring group call (R.O.P.E) Reaching Out In Plain English. Marcus is currently a member of Second Baptist Church of Pedricktown. He is currently a member of (MASPA) Municipal Alliance of PG-CP, MASPA is a community involvement group that operates and functions for the community and schools. He is currently trying to be the best father, teacher, coach and committeeman that he can be. GOD has blessed him with these gifts and talents so that he can help make a difference!
